Make reverse proxy auth optional (#4643)

* Make reverse proxy auth optional

If the option ENABLE_REVERSE_PROXY_AUTHENTICATION is enabled, make
reverse proxy auth optional, instead of failing if the authentication
did not succeed.

Fixes #3973
