Prevent race in TestPersistableChannelQueue (#16468)

* Prevent race in TestPersistableChannelQueue

A slight race has become apparent in the TestPersistableChannelQueue.

This PR simply adds locking to prevent the race.

* make print value of "$(GOTESTFLAGS)" on test-backend and unit-test-coverage
