Fix tests and windows service.

Support args to RunCommand
Fix docker help text test.
Fix for ipv6 tests.
Fix TLSverify option.
Fix TestDaemonDiscoveryBackendConfigReload
Use tempfile for another test.
Restore missing flag.
Fix tests for removal of shlex.
