Add missing Secrets in Swagger docs
This fix tries to address the issue in 31179 where secrets fields is missing for `docker service create` or `docker service update`. This fix adds Secrets for `ContainerSpec` in Swagger docs. This fix fixes 31179. Signed-off-by: Yong Tang <yong.tang.github@outlook.com>
