Update tests w/ new libnetwork contraints

The TestDockerNetworkIPAMMultipleNetworks test allocates several
networks simultaneously with overlapping IP addresses.  Libnetwork now
forbids this.  Adjust the test case to use distinct IP ranges for the
networks it creates.
