Add mflag package locally to libnetwork
Since docker/docker removed mflag package and libnetwork relies on it create a copy of mflag package in libnetwork project. Signed-off-by: Jana Radhakrishnan <mrjana@docker.com>

Package mflag (aka multiple-flag) implements command-line flag parsing.

It's an **hacky** fork of the [official golang package](http://golang.org/pkg/flag/)
