The test sometimes failed because no error was returned:

Possibly caused by a race condition, as the sleep was just 1 ms longer than the timeout;
this patch is increasing the sleep in the response to try to reduce flakiness.

Increases the test coverage of pkg/plugins.
Changed signature of function NewClientWithTimeout in pkg/plugin/client, to
take time.Duration instead of integers.

This patch introduces a new experimental engine-level plugin management
with a new API and command line. Plugins can be distributed via a Docker
registry, and their lifecycle is managed by the engine.
This makes plugins a first-class construct.
For more background, have a look at issue #20363.
Documentation is in a separate commit. If you want to understand how the
new plugin system works, you can start by reading the documentation.
Note: backwards compatibility with existing plugins is maintained,
albeit they won't benefit from the advantages of the new system.

- Use the ones provided by docker/go-connections, they are a drop in replacement.
- Remove pkg/sockets from docker.
- Keep pkg/tlsconfig because libnetwork still needs it and there is a
circular dependency issue.

When user call the `Call()` method, they don't always want to sent
some args or get the return value, so they use `nil` when call `Call()`
method and this will casue an error. It's better to not trying to
encode or decode if it's nil.

Allows people to create out-of-process graphdrivers that can be used
with Docker.
Extensions must be started before Docker otherwise Docker will fail to
start.
