daemon: killWithSignal, killPossiblyDeadProcess: accept syscall.Signal
This helps reducing some type-juggling / conversions further up
the stack.

refactor: move from io/ioutil to io and os package
The io/ioutil package has been deprecated in Go 1.16. This commit
replaces the existing io/ioutil functions with their new definitions in
io and os packages.

[project] change syscall to /x/sys/unix|windows
Changes most references of syscall to golang.org/x/sys/
Ones aren't changes include, Errno, Signal and SysProcAttr
as they haven't been implemented in /x/sys/.

[s390x] switch utsname from unsigned to signed

char in s390x in the /x/sys/unix package is now signed, so
change the buildtags
