The LCOW implementation in dockerd has been deprecated in favor of re-implementation
in containerd (in progress). Microsoft started removing the LCOW V1 code from the
build dependencies we use in Microsoft/opengcs (soon to be part of Microsoft/hcshhim),
which means that we need to start removing this code.
This first step removes the lcow graphdriver, the LCOW initialization code, and
some LCOW-related utilities.

`fuse-overlayfs` provides rootless overlayfs functionality without depending
on any kernel patch.
Aside from rootless, `fuse-overlayfs` could be potentially used for eliminating
`chown()` calls that happen in userns-remap mode, because `fuse-overlayfs` also
provides shiftfs functionality.
System requirements:
* fuse-overlayfs needs to be installed. Tested with 0.7.6.
* kernel >= 4.18
Unit test: `go test -exec sudo -v ./daemon/graphdriver/fuse-overlayfs`
The implementation is based on Podman's `overlay` driver which supports
both kernel-mode overlayfs and fuse-overlayfs in the single driver instance:

However, Moby's implementation aims to decouple `fuse-overlayfs` driver from the
kernel-mode driver (`overlay2`) for simplicity.

Make it possible to disable overlay and overlay2 separately.
With this commit, we now have `exclude_graphdriver_overlay` and
`exclude_graphdriver_overlay2` build tags for the engine, which
is in line with any other graph driver.

Static build with devmapper is impossible now since libudev is required
and no static version of libudev is available (as static libraries are
not supported by systemd which udev is part of).
This should not hurt anyone as "[t]he primary user of static builds
is the Editions, and docker in docker via the containers, and none
of those use device mapper".
Also, since the need for static libdevmapper is gone, there is no need
to self-compile libdevmapper -- let's use the one from Debian Stretch.

Adds a new overlay driver which uses multiple lower directories to create the union fs.
Additionally it uses symlinks and relative mount paths to allow a depth of 128 and stay within the mount page size limit.
Diffs and done directly over a single directory allowing diffs to be done efficiently and without the need fo the naive diff driver.
