refactor: move from io/ioutil to io and os package 
The io/ioutil package has been deprecated in Go 1.16. This commit
replaces the existing io/ioutil functions with their new definitions in
io and os packages.

Brian Goff a5f237c2b5 Use FILE_SHARE_DELETE for log files on Windows. 
This fixes issues where one goroutine tries to delete or rename a file
while another goroutine has the file open (e.g. a log reader).
