b37c214e3c testutil: make testing packages public 
This was done with something along the lines of:

```
mv internal/test testutil
pushd testutil/; grep -IRl "package test" | xargs -I '{}' sed -i -e 's|package test|package testutil|g' {}; popd
mv internal/testutil/*.go testutil/ && rm -rf internal/
grep -IRl "github.com\/docker\/docker\/internal\/test" | xargs -I '{}' sed -i -e 's|github.com/docker/docker/internal/test|github.com/docker/docker/test|g' {}
goimports .
```

I also modified the basic plugin path in testutil/fixtures/plugin.

Move integration-cli daemon package to internal/test… 
… and do not use the `docker` cli in it. One of the reason of this
move is to not make `integration` package using legacy
`integration-cli` package.

Next move will be to support swarm within this package *and* provide
some helper function using the api (compared to the one using cli in
`integration-cli/daemon` package).

9e3193810d Fix race with concurrent daemon startup in tests 
Using parallel tests is nice, however it can cause an issue with
multiple daemons trying to make changes to iptables at the same time
which causes flakey tests.

This just disables iptables for the set of tests since it is not
required.

e69127bd5b Ensure containers are stopped on daemon startup 
When the containerd 1.0 runtime changes were made, we inadvertantly
removed the functionality where any running containers are killed on
startup when not using live-restore.
This change restores that behavior.
