The roadmap is one of the most important ways that a new contributor may
get started on the codebase, as such it is important for it to reflect
the real effort that is currently happening.
This update just brings it up to date. There may be some other efforts
going on and I would encourage people to update the roadmap accordingly
as a separate effort.

As part of the Moby transition (see #35115), update the Roadmap to
reflect the new priorities. Also just update it as it was written
a while back, and we made some progress in areas such as `containerd`.

As discussed on the maintainers mailinglist,
and during a maintainers review session;
We've recently made changes to the Dockerfile
syntax (e.g., `HEALTHCHECK`, `SHELL`), so
mentioning the Dockerfile syntax as a frozen
feature is no longer accurate.
Removing it from frozen features does NOT
automatically state an intent to make big
changes to the syntax; making changes
to the syntax are important decisions and
should never be taken lightly.
This change is just to indicate that we
can *accept* changes if they are meaningful,
and we're confident they can be made.

A moratorium has been added to the road map to add a moratorium on adding
remote registry access to commands that don't already do so.
