Make it possible to use health_status, exec_start and exec_create as
is in event filter. This way, using `health_status` as filter will allow
to get all health_status events (healthy, unhealthy, …) instead of
having to us all combination (`health_status: healthy`, `health_status:
unhealthy`, …). Same goes for `exec_start` and `exec_create`.

This fix tries to cover the issue raised in #22463 by adding
filter for events emitted by docker daemon so that user could
utilize filter to receive events of interest.
Documentations have been updated for this fix.
Additional tests have been added to cover the changes in this fix.
This fix fixes#22463.

They don't belong to the parsers package.

Improves the current filtering implementation complixity.
Currently, the best case is O(N) and worst case O(N^2) for key-value filtering.
In the new implementation, the best case is O(1) and worst case O(N), again for key-value filtering.

Add distribution package for managing pulls and pushes. This is based on
the old code in the graph package, with major changes to work with the
new image/layer model.
Add v1 migration code.
Update registry, api/*, and daemon packages to use the reference
package's types where applicable.
Update daemon package to use image/layer/tag stores instead of the graph
package
