This function was added in 9c4570a958,
but appears to never have been used.
Removing it, as it's not used in the codebase and, from a quick
search on GitHub, also doesn't look to be used by other projects.

Changes most references of syscall to golang.org/x/sys/
Ones aren't changes include, Errno, Signal and SysProcAttr
as they haven't been implemented in /x/sys/.
