refactor: move from io/ioutil to io and os package 
The io/ioutil package has been deprecated in Go 1.16. This commit
replaces the existing io/ioutil functions with their new definitions in
io and os packages.

Allow system.MkDirAll() to be used as drop-in for os.MkDirAll() 
also renamed the non-windows variant of this file to be
consistent with other files in this package

9e5b93565c Windows: don't overwrite PID file if process exists 
pidfile.New() was opening a file in /proc to determine if the owning
process still exists. Use syscall.OpenProcess() on Windows instead.

Other OSes may also need to be updated here.

772833274f Moved pidfile from utils to pkg 
Fixes #10958 by moving utils.daemon to pkg.pidfile.
Test cases were also added.
Updated the daemon to use the new pidfile.
