Daniel Nephin 31bf9ca0c8 Update unit tests for new cobra root command.
Cleanup cobra integration
Update windows files for cobra and pflags
Cleanup SetupRootcmd, and remove unnecessary SetFlagErrorFunc.
Use cobra command traversal
