Paul Nasrat c561212b83 Extract cgroups utilities to own submodule.
Use mountinfo rather than for cgroups parsing.
Make helper method private and change name.
Makes method naming more explicit rather than GetThisCgroup.
Use upstream term subsystem rather than cgroupType.
