update bin/test scripts to prevent double runs.
The test runner was updated to make use of autorun. This caused the
`bin/test` scripts to run Minitest twice.

prefer __dir__ over __FILE__ in File.expand_path
Thinking .. relative to files is not natural, we are used
to think "parent of a directory", and we have __dir__
nowadays.

The current code base is not uniform. After some discussion,
we have chosen to go with double quotes by default.
