Changed default behaviour of ActiveSupport::SecurityUtils.secure_compare, 
to make it not leak length information even for variable length string.

    Renamed old `ActiveSupport::SecurityUtils.secure_compare` to `fixed_length_secure_compare`,
    and started raising `ArgumentError` in case of length mismatch of passed strings.

a731125f12 applies new string literal convention in activesupport/test 
The current code base is not uniform. After some discussion,
we have chosen to go with double quotes by default.
