Joshua LeBlanc 5c8805034f execute yarn executable using current ruby interpreter
This change is required to support windows. It explicitly runs the bin/yarn file using the ruby executable that's running the rake task.

= Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
