Andrew White 697edcb30f Fix ActiveSupport::TimeZone#utc_to_local When utc_to_local_returns_utc_offset_times is false and the time instance had fractional seconds the new UTC time instance was out by a factor of 1,000,000 as the Time.utc constructor takes a usec value and not a fractional second value.		2021-04-13 08:58:35 +01:00

= Active Support -- Utility classes and Ruby extensions from Rails

Active Support is a collection of utility classes and standard library
extensions that were found useful for the Rails framework. These additions
reside in this package so they can be loaded as needed in Ruby projects
outside of Rails.
