Paul Mannino 4e8650f8b1 Don't load app environment when running encrypted commands
This extends the fix made by a39aa99c81 to the EncryptedCommand class
which suffers from the exact same issue.

= Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
