Xavier Noria 7f800b4d69 require bundle in the app generator
The app generator is not generally run under bundler, but the Bundler
constant is used here.

In particular you cannot create --dev apps without this.

= Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
