Eugene Kenny 9e40348645 Enable HashTransformKeys and HashTransformValues cops 
Followup to 88fe76e693.

These are new in RuboCop 0.80.0, and enforce a style we already prefer
for performance reasons (see df81f2e5f5).

= Action View

Action View is a framework for handling view template lookup and rendering, and provides
view helpers that assist when building HTML forms, Atom feeds and more.
Template formats that Action View handles are ERB (embedded Ruby, typically
used to inline short Ruby snippets inside HTML), and XML Builder.

The latest version of Action View can be installed with RubyGems:
