Xavier Noria e6ab70c439 applies new string literal convention to the rest of the project
The current code base is not uniform. After some discussion,
we have chosen to go with double quotes by default.

= Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
