Eugene Kenny bcb63fcaa8 Restore deprecation require in dbconsole command
This require was removed in 576fb33ba3,
after 8513769ad6 removed the deprecation
that originally added it in 29b16d3ff8.

In between however, 0983daa4aa added
another deprecation to this file, so the require is still necessary.

Fixes #40575.

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
