Aaron Patterson 621e079290 speed up cache directory creation 
Let Rake control the cache directories.  If the directory already
exists, rake will skip creating it (vs the previous task which would
always try to mkdir_p)

= Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
