Ref: https://github.com/rails/rails/pull/43625#discussion_r809532572

It can be used by error reporting service integration when they wish
to handle the error higher in the stack.

For instance Sidekiq has its own error handling interface with a
little bit of extra context information.

= Active Support -- Utility classes and Ruby extensions from Rails

Active Support is a collection of utility classes and standard library
extensions that were found useful for the Rails framework. These additions
reside in this package so they can be loaded as needed in Ruby projects
outside of Rails.
