Make sure the version of rake used in Rails apps work
Since 68a3f679d9, we are requiring rake
0.13, so we need to specify that is the version we want.

= Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
