[ci skip] Attempt a new explanation for rotations.
It's become clear to me that the use case is still a bit muddy
and the upgrade path is going to be tough for people to figure
out.

This attempts at understanding it better through documentation,
but still needs follow up work.

= Active Support -- Utility classes and Ruby extensions from Rails

Active Support is a collection of utility classes and standard library
extensions that were found useful for the Rails framework. These additions
reside in this package so they can be loaded as needed in Ruby projects
outside of Rails.
