Berkhan Berkdemir 790723b92f Look yarnpkg in $PATH other than yarn (#42253 ) This is defined as an issue in #37558; however, we take advantage of Debian `yarnpkg` package. = Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
