Erich Menge 83f2ffcf43 Deprecate ActiveSupport::JSON::Variable 
Reason: ActiveSupport::JSON::Variable is not used anymore internally. It
was deprecated in 3-2-stable but we reverted all the deprecation for
point releases.

See #6536 and #6546.
