Petrik b59620c155 Fix railties/CHANGELOG.md for cookie_serializer
The framework defaults file sets the serializer to `:hybrid` instead of
`:marshal`, but we can just remove the actual setting and referer to the
defaults file instead. [ci-skip]

= Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
