Rafael Mendonça França 67417f1821 Add version constraint to database gem in generated application 
We are using the same version constraint in the database adapters so
when a new version of the adapter that doesn't work with the version of
rails is released we don't break new applications.

= Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
