Kasper Timm Hansen 3f2046f00a [ci skip] Revise TagHelper only permitting symbols doc. 
Follow up to 454460e.

Rebuild the sentence so the bit about only symbols allowed comes less
out of left field and fits in better with the existing doc.

Also remove the `(Legacy syntax)` construct. The sections are properly
nested under `=== Options` with `====` and look fine on the generated
API doc site.

= Action View

Action View is a framework for handling view template lookup and rendering, and provides
view helpers that assist when building HTML forms, Atom feeds and more.
Template formats that Action View handles are ERB (embedded Ruby, typically
used to inline short Ruby snippets inside HTML), and XML Builder.

== Download and installation

The latest version of Action View can be installed with RubyGems:

  $ gem install actionview
