* ext/tk/lib/tk/timer.rb: somtimes fail to set callback procedure.
* ext/tk/lib/tk.rb: add Tk.sleep and Tk.wakeup method. Tk.sleep
doesn't block the eventloop. It will be better to use the method
in event callbacks.
