Fixed extension directory in Gem::Specification#require_paths.

  Allow installation of gems when $HOME is nonexistent or unwritable.

  Use proper API in InstallCommand.

  Improve support for path option in gem dependency files.

  Remove warnings.

* test/rubygems:  ditto.
