[ruby/openssl] pkey/dh: deprecate OpenSSL::PKey::DH#generate_key!

OpenSSL::PKey::DH#generate_key! will not work on OpenSSL 3.0 because
keys are made immutable. Users should use OpenSSL::PKey.generate_key
instead.
