* ext/socket/ancdata.c (inspect_bintime_as_abstime): new function to

show struct bintime.
  (ancillary_inspect): use it for SCM_BINTIME on FreeBSD.

* ext/socket/mkconstants.rb: define SCM_BINTIME.
