* lib/tmpdir.rb: new library to get temporary directory path,

Browse source 
using GetTempPath on Win32 environment.

* lib/tempfile.rb: now uses tmpdir.rb.

* lib/cgi/session.rb, ib/drb/unix.rb: ditto.
