rake/cpu_counter.rb: use Etc.nprocessors

* lib/rake/cpu_counter.rb (count): prefer Etc.nprocessors, which
  is hundreds times faster.

* test/rake/test_rake_cpu_counter.rb: add tests for features, and
  remove useless tests.
