rename several internal macros in time.c

TIME_UTC_P -> TZMODE_UTC_P
TIME_SET_UTC -> TZMODE_SET_UTC
TIME_LOCALTIME_P -> TZMODE_LOCALTIME_P
TIME_SET_LOCALTIME -> TZMODE_SET_LOCALTIME
TIME_FIXOFF_P -> TZMODE_FIXOFF_P
