* eval.c (Init_load): make $LOADED_FEATURES built-in. [ruby-dev:23299]

* ruby.c (ruby_prog_init): make $PROGRAM_NAME built-in.
* lib/English.rb: remove $LOADED_FEATURES and $PROGRAM_NAME.
