* lib/rubygems.rb: Return BINARY strings from Gem.gzip and Gem.gunzip.

Fixes intermittent test failures.  RubyGems issue #450 by Jeremey
  Kemper.
* test/rubygems/test_gem.rb:  Test for the above.
