unicode_norm_gen.rb: get rid of hard coded paths

Browse source 
* common.mk (lib/unicode_normalize/tables.rb): run at top srcdir.

* tool/unicode_norm_gen.rb: add -input and -output options to set
  InputDataDir and OuputDataDir respectively.
