[ruby/rdoc] Prefer require 'cgi/util'
instead of require 'cgi'
RDoc is using only CGI.escape, escapeHTML, and unescape. We don't have to load the whole source code of cgi gem. https://github.com/ruby/rdoc/commit/d096222cc2
