* lib/webrick/server.rb (WEBrick::GenericServer#stop): fix r35303;

this method is to deny new connections, not shutdown yet.

* lib/webrick/server.rb (WEBrick::GenericServer#start):
  re-raise exception only when the exception is Interrupt (^C).
