Support DWARF4's .debug_line
ICC uses DWARF4 for .debug_line which adds maximum_operations_per_instruction in its header. git-svn-id: svn+ssh://ci.ruby-lang.org/ruby/trunk@65201 b2dd03c8-39d4-4d8f-98ff-823fe69b080e
