method is pull out as Utils::create_lisnteners.
* lib/webrick/utils.rb (Utils::create_lisnteners): new method.

through unknown errors. and refine comments.
* ext/openssl/lib/openssl/ssl.rb (SSLServer#accept): should close
socket if SSLSocket raises error.
