3e92b635fb Add frozen_string_literal: false for all files 
When you change this to true, you may need to add more tests.

63fee73500 * configure.in: Check nextafter() availability. 
* include/ruby/missing.h (nextafter): New optional declaration.

* missing/nextafter.c: New file.

* numeric.c: Float#next_float and Float#prev_float implemented.
